President's Biography

Dr. Tom  Armstrong was named the sixth president of Eastern Wyoming College in August of 2008.

Prior to joining the EWC family, he spent several decades on the faculty at Otero Junior College in La Junta, Colorado. He began his career teaching and coaching at two high schools in southeastern Colorado. Dr. Armstrong joined the faculty at OJC as an adunct in 1981 and became a full-time faculty member in 1984.

He served as OJC's Vice President for Instructional Services from 1999-2008, responsible for many of the critical areas of operation at the institution. Dr. Armstrong has been recognized by his peers as outstanding faculty of the year as well as outstanding administrator of the year.  He represented his last college on several statewide councils over his twenty-four years.  He was selected as one of twenty Kellogg Fellows for a year-long program to study the issue of Expanding Leadership Diversity in Higher Education.  Dr. Armstrong was also selected to participate and contribute to the League for Innovations on the Community College Executive Leadership Institute. 

He earned his Ph.D. in Community College Leadership from Colorado State University in 1996.  Dr. Armstrong has always been a teacher; he views his administrative career as a means to provide support to a larger group of students, faculty, and staff college-wide.  He has been a strong voice for Eastern Wyoming College and its mission to serve all learners from Torrington to Wheatland to Hulett and all points in between.

Dr. Armstrong has carried three words on his business card for a number of years: Quality—Community--Opportunity.  He believes this captures what he's seen evidenced at Eastern and in its people. Dedicated people who work hard and genuinely care about what they do has been a hallmark of the college.

He is married to Jean Armstrong, who spent several years on the faculty at at Otero Junior College. Jean currently serves as a part-time instructor for dance and exercise classes and supports all functions at Eastern Wyoming College and in the community. They have two sons Matt, who lives in Tampa, Florida with his family and Mason who is a senior cadet at the U.S. Air Force Academy in Colorado Springs, Colorado.
