Overview

The state of Wyoming has established a generous scholarship program in the name of former Wyoming Governor Stan Hathaway that rewards eligible Wyoming students with scholarship money to attend a Wyoming community college or the University of Wyoming. The program provides merit- and need-based awards to eligible students.

Qualifying for a Hathaway Scholarship at Eastern Wyoming College

Four levels of the Hathaway Scholarship are available to students at EWC: Career, Opportunity, Performance, and Honors. Qualifying for a Hathaway Scholarship, does not automatically qualify a student for admission to EWC. Please see the EWC Admissions page for admission requirements.

Hathaway Scholarship Levels and Eligibility Requirements:

High School Curriculum Requirements:

The Wyoming Department of Education requires that a student complete the following courses in high school:
  • English / Language Arts: 4 years
  • Math: 3 years
  • Science: 3 years
  • Social Studies: 3 years

At this time, meeting these curriculum requirements will qualify a student for Hathaway Scholarship consideration.

Additional Eligibility Requirements:

Must be Wyoming resident, according to the following criteria:

  • Students who graduate from a Wyoming high school
  • Students who are Wyoming residents but graduates of an out-of-state high school or high school in another country are eligible for Hathaway under the following conditions:
    • The student attended an eligible high school in Wyoming at some point during their high school education
    • The student’s custodial parent or legal guardian was a Wyoming resident at the time the student applied for a Hathaway scholarship, as well as a Wyoming resident during the time the student was attending an eligible high school in Wyoming
    • The student’s absence from the state was due to the custodial parent’s or legal guardian’s employment or other conditions beyond the reasonable control of the parent or guardian
    • The student, or the student’s parent or legal guardian must not have claimed residency in any other state or foreign country during the time the student was attending high school in the other state or foreign country
  • Student whose custodial parent or legal guardian is in active military service and maintains Wyoming as their domicile state
  • In addition to meeting one of the previous requirements, as set forth by Hathaway Scholarship legislation, a student must also demonstrate Wyoming residency as determined by the Eastern Wyoming College.

The following students do not qualify for the Hathaway Scholarship:

  • Students who are incarcerated
  • Students who are in default or owe a refund on a Title IV or other federal or state education loan
  • Students who are eligible, but have not complied with the United States selective service system requirements for registration
  • Students who have been convicted of a felony (appeals can be heard through the Wyoming Department of Education)

Home Schooled Students

Students who are home schooled may also qualify for Hathaway Scholarships.  Award levels for these students are based on ACT scores only.  These students must meet all other eligibility requirements other than GPA.

GED Students

If you attended a Wyoming high school, did not graduate, took the GED, and your equivalent high school class has graduated, you may also qualify for a Hathaway Scholarship.  Below are ACT and GED score requirements for Hathaway Scholarships.

  • Career: Minimum GED of 500, and minimum ACT of 17 or a cumulative score of at least 12 points on applied math, reading for information, and locating information on WORKKEYS test.
  • Opportunity: Minimum GED of 500, and minimum ACT of 19
  • Performance: Minimum GED of 540, and minimum ACT of 21
  • Honors: Minimum GED of 575, and minimum ACT of 25

GED students wishing to qualify for the Hathaway Scholarship Program must have taken the GED after April 1, 2006.

Part Time Students

Part-time students taking 6 – 11 credit hours per semester also qualify for Hathaway Scholarships.  These students receive their eligible award in an amount proportionate to the hours they are taking.

For example, a part-time student who qualifies for an Opportunity level scholarship taking 6 credit hours will receive $400 for that semester (=$800 x (6 hours taken / 12).

All other eligibility requirements remain the same for part-time students.

Calculating Hathaway Need Awards

Students qualifying for the merit portion of Hathaway Scholarships who have completed and supplied the results of the Free Application for Federal Student Aid (FAFSA), may qualify for additional need-based Hathaway Scholarship monies. "Unmet need" is calculated in the following way:

EWC Cost of Attendance
Less: Estimated Family Contribution (determined by FAFSA)
Less: Hathaway Scholarship merit award per year
Less: Grants and Scholarships awarded to student
Less: $2,000
= Unmet Need

Qualifying students will receive a percentage of this unmet need based on their eligible scholarship level.

  • Career: 25% of unmet need
  • Opportunity: 25% of unmet need
  • Performance: 25% of unmet need
  • Honors: 100% of unmet need

(This information is based on currently proposed legislation and is subject to change.)

Scholarship Awarding for 2006 High School Graduates

In order to award Hathaway Scholarships in 2006, the Wyoming State Legislature has indicated that the scholarship process must account for previously promised state-funded, academic merit-based scholarships already promised by Eastern Wyoming College.

For 2006, the merit portion of Hathaway Scholarships will be awarded to those students whose current EWC scholarship package is not equal to or greater than their eligible Hathaway Scholarship amount. Students in this situation will be awarded their previously promised EWC scholarship plus a merit Hathaway Scholarship that brings them to their eligible Hathaway level.

How Does Hathaway Impact Your Scholarship Package at EWC?

  • For the 2006-2007 award year, the Hathaway Merit Scholarship will be reduced dollar per dollar based on any EWC institutional merit (academic) scholarship. For Example:

Student is eligible for Hathaway Honors Scholarship of $3200 for the academic year. Student was offered, and accepted an EWC Honors Scholarship of $1800. Student will receive the $1800 EWC Honors Scholarship and $1400 Hathaway Honors Scholarship. ($3200 - $1800 = $1400)

  • Students who receive an activity grant from EWC will receive the activity grant in addition to their merit Hathaway Scholarship.
  • Students receiving privately funded scholarships from outside EWC, will receive these scholarships in addition to their Hathaway Scholarship, up to the total cost of attendance.

The eligible need-based portion of a student's scholarship will be awarded regardless of the amount the student actually receives in Hathaway Merit Scholarship.

Student Scholarship Packages in Subsequent Years

In Fall 2007, students who began in 2006 will be awarded their eligible Hathaway Scholarship first, followed by the difference between previously awarded scholarships and the Hathaway Scholarship. Students who are awarded privately funded EWC foundation scholarships in 2007 will receive both Hathaway and their privately funded scholarship.

The Hathaway Scholarship Program poses some unique challenges, albeit good ones to have! How scholarships interact is confusing, so please call us with your questions!
