EWC Approves FY26 Budget Focused on Efficiency and Fiscal Responsibility

TORRINGTON, Wyo. – The Eastern Wyoming College (EWC) Board of Trustees has approved a $17.9 million operating budget for fiscal year 2026, reaffirming the institution’s commitment to efficient spending, student affordability, and investment in infrastructure.

“Eastern Wyoming College is committed to careful stewardship of public funds, protecting student affordability, and investing in critical infrastructure,” said EWC President Jeffry Hawes. “This budget reflects our values and our responsibility to provide quality education, even in the face of financial headwinds.”

Zero-Sum Budgeting and Staffing Reviews Prioritize Efficiency
EWC adopted a zero-sum budgeting model for FY26, requiring budget managers to justify all expenditures from the ground up rather than relying on prior-year allocations. The approach resulted in more streamlined departmental requests, which were then rigorously evaluated by the college’s executive leadership.

Additionally, staffing needs are being closely assessed. Vacant positions created through retirements or resignations are not automatically filled. Instead, leadership evaluates whether responsibilities can be reassigned to existing staff to manage labor costs more efficiently.

Strategic Adjustments to Address Revenue Declines
Despite steady overall revenue, EWC anticipates a $510,000 reduction in funding due to changes in the state funding allocation model and a decline in local property tax revenues. In response, the college has implemented minor increases to select student fees—including activity, technology and course fees—specifically to offset the rising costs of instructional materials. These fee adjustments are not expected to generate net revenue, but rather ensure cost alignment with student usage.

State Support Funds Facility Improvements
The FY26 budget includes state-supported funding for critical maintenance and infrastructure upgrades. Projects include the replacement of aging air handlers in the Tebbet Classroom Building and rooftop HVAC units above the kitchen. Renovations of restrooms in the Veterinary Technology building are also planned, pending contractor availability. In addition, a generator is expected to be installed at the Vet Tech facility following a design and evaluation phase.
