Administrative Regulation 1.2.2: Procedures and Guidelines for Policies

Board Policies

Board policies provide direction by the Board on the operation of the College. They serve as guides to the President in the development and implementation of procedures and processes for the effective and efficient operation of the College. The Board adopts and adheres to Policies that set the context for governance.  The President will establish and maintain effective and efficient Administrative Regulations and Procedures to ensure the College aligns with the intent of Board Policies.

Board Policies Process – New or Revised Policy

  1. New, Revised Draft Policy: Where applicable, draft policies should undergo development and review by any committee aligned with the respective individual or group.
  2. President’s Cabinet Review: Proposed new or amended policies are submitted to the President’s Cabinet for initial review. The Cabinet assesses the proposed policy for compliance and relevance. Following this evaluation, the policy is returned to the originator with feedback for potential modifications, changes, discontinuation, or advancement to the next stage.
  3. Policy Review Committee Evaluation: The Policy Review Committee will evaluate the policy modifications. If approved, the Executive Assistant to the President presents the policy at the subsequent Board of Trustees meeting for review during the Work Session. If the Board of Trustees endorses the policy, it progresses for approval as a First Reading.
  4. Advertisement of Board Policies: (Appendix A for Sample of Public Notice). Following Board approval for First reading, the policy is distributed to the College community, media, and website to notify them of the new or revised version. As per Wyo. Stat. § 16-3-103, a 45-day comment period is provided, and comments are collected by the Executive Assistant to the President via email. At the subsequent Board meeting after the comment period, a public hearing is conducted, and the Board reviews any received comments, taking action during the business meeting. If no comments are received and the Board approves the policy as written, it is finalized as a Final Reading under the Action Items. All Board Policies are published on the College website and archived in the President’s Office files.
  5. Temporary Executive Order: When time or circumstances do not allow for this process, the President, in consultation with the President’s Cabinet and the Board of Trustee’s chairperson, may edit or adopt an emergency Policy.  The President’s Office will direct the Policy to be published to the EWC Website.  The President’s Office will also refer the emergency Policies to the appropriate committee for review and consideration.

 

APPENDIX A – Sample of Public Notice

PUBLIC NOTICE OF PROPOSED POLICIES 

Public notice is hereby given by the Board of Trustees of the Eastern Wyoming Community College District, State of Wyoming that they intend to adopt the following revised policies: Board Policy (number and title). Such action to be taken at a (regular) meeting of the Board to be held at 5:45 p.m., on the (day) of (Month), (Year) in Room 274 of the Tebbet Building located at 3200 West C Street, Torrington, Wyoming 82240.

Interested persons may submit data, views, and arguments relative thereto in writing, in care of the president of Eastern Wyoming College, 3200 West C Street, Torrington, WY 82240. Writings must be submitted no later than one day prior to the above meeting. A copy of the proposed policy is available for inspection at the Office of the President or can be found at https://ewc.wy.edu/about-ewc/leadership/policies/

Commenters may request a statement or principal reasons for overruling the consideration urged by the commenter. If requested, the statement will be issued either prior to or within thirty (30) days after action is taken.
